BBC Gaza Documentary Ruled a 'Major' Violation of Broadcasting Standards, Declares Ofcom

The British broadcaster committed a "serious breach" of media regulations by omitting to mention that the voice of a programme about the Gaza situation was the child of a Hamas official, according to regulatory body Ofcom.

An probe by the broadcasting watchdog into the programme Gaza: How to Survive a Warzone has found that the documentary was "significantly deceptive".

The head of the BBC had earlier expressed regret, saying there had been "a serious error in relation to factual correctness".

The regulator has ordered the broadcaster to air a evening statement about its decisions.

"As this represents a significant violation of our rules, we are ordering the broadcaster to air a announcement of our determinations against it on BBC Two at nine o'clock in the evening, with a timing to be determined," the statement read.

'Potential to Damage Credibility'

The regulator's announcement declared: "Our probe concluded that the documentary's failure to disclose that the narrator's male guardian held a role in the Hamas-controlled administration was materially misleading.

"It meant that the public did not have vital facts which may have been highly relevant to their judgment of the narrator and the details he shared.

"Trust is at the center of the bond between a media organization and its viewers, particularly for a public service broadcaster such as the BBC.

"This error had the potential to damage the very considerable amounts of trust that viewers would have put in a BBC factual programme about the conflict in Gaza."

The film was removed from the online platform in last February after the presenter's personal associations emerged, and in July an corporation's own inquiry determined it infringed the corporation's journalistic standards on truthfulness.

A representative for the broadcaster commented: "The regulator's decision is in line with the conclusions of the internal assessment, that there was a major oversight in the documentary in relation to the corporation's content standards on truthfulness, which reflects regulation 2.2 of the regulator's media standards.

"We have apologised for this and we comply with Ofcom's decision in full. We will adhere to the sanction as soon as the date and wording are determined."
